DPCC Recruitment 2025: The Supreme Court on Monday reprimanded the Delhi government over the vacant posts in the Delhi Pollution Control Committee (DPCC) and directed them to fill all the posts by September 2025. A bench headed by Justice AS Oka of the Supreme Court said that out of a total of 204 posts, only 83 have been filled.
204 posts should be filled by September
The bench said that when Delhi is most affected by pollution, we cannot tolerate this negligence of the Delhi government. We direct the state government to fill all 204 posts by September 2025. An affidavit should be filed on this by October 15. If all the posts are not filled, it will be a serious case of contempt. The apex court also directed the Delhi government to start the process of future vacancies six months in advance.
During the hearing, the Delhi government's lawyer sought six months and assured that all the posts would be filled by the end of the year. On this, the court raised the question of why by the end of the year? This board has been formed by the government. The government cannot say that it will take them six months to fill the post. It was not even told in the affidavit when the process would start or when the advertisement would be issued.
The order was also given to Haryana, UP, and Rajasthan.
On May 8, the Supreme Court reprimanded the governments of Haryana, Uttar Pradesh, and Rajasthan including Delhi for not filling the vacancies in their pollution control boards and termed it a sad situation. Then the court issued contempt notices to the Chief Secretaries of these states for disobeying the order of August 2024, which directed that all the vacancies be filled by April 30.
The court also said that 55% of the posts in the Delhi Pollution Control Committee are vacant and it has almost become inactive. The Supreme Court issued notice to the officials and asked why they should not be punished under the Contempt of Court Act, 1971. The court also took cognizance that 21% of the posts in the Central Pollution Control Board (CPCB) are vacant and directed to fill these posts by August 2025.
The court said that a review of the functioning of the State Pollution Control Boards (SPCBs) and committees is also necessary. They may be using old equipment and technology. We direct the CAQM to study this and send its recommendations to the CPCB and the boards of Haryana, Rajasthan, UP, and Delhi by the end of July. Based on this, necessary action should be taken and appropriate equipment should be obtained. The Supreme Court also observed that there is a shortage of officers in the CAQM as well and directed the central government to fill these vacancies by August 2025.
