CHANDIGARH: Haryana IAS officer Amneet Kumar , whose senior IPS officer husband Y Puran Kumar allegedly shot himself dead three days ago, expressed dissatisfaction on Friday with the content of Thursday's FIR and wrote to Chandigarh senior SP seeking immediate corrections.
She said the copy of FIR No. 156, handed to her at 10.22 pm on Thursday, was unsigned and had "incomplete information". "The names of the accused have not been mentioned clearly and the document lacks the necessary details required for a fair and transparent investigation," said her letter to the SSP.
"As per my complaint, the names of the accused persons (1) Shatrujeet Kapur (2) Narendra Bijarniya have not been entered in the FIR. That was the trigger point for his suicide. As per the prescribed FIR document format, all accused should be clearly listed under column 7," she wrote, requesting the FIR be amended to "accurately reflect the names of all accused individuals in the proper section".
On Thursday, police had said the FIR names "everyone named in the suicide note", but wouldn't come on record to say whether Haryana DGP Shatrujeet Kapur and Rohtak SP Narendra Bijarniya had been mentioned as accused.
Amneet also accuses Chandigarh police of diluting charges under the SC & ST (Prevention of Atrocities) Act. The FIR invokes Section 3(1)(r) of the act, which provides for a jail term of a minimum six months, extendable to five years, and a fine.
The IAS officer feels the appropriate charge is Section 3(2) (v) of the act, which provides for life imprisonment and a fine if the offence is motivated by the victim's caste. This section must be added to the FIR to ensure the correct legal provisions are applied, she said. The FIR is registered under BNS Sec 108 for abetment of suicide, which provides for a maximum sentence of 10 years.
Amneet has also submitted that the "Final Note", dated October 7, 2025, recovered from the pocket of her husband's pocket, and his laptop bag have not been provided to her to compare with the version referenced in the FIR. "I request that certified copies of both 'final notes' be supplied to me immediately for record and verifications," she said.
